The expression New World Order has been used to refer to a new period of history thus pretending that there is evidence of dramatic changes in political ideologies and balance of powers. The first use of the term appears in the document of President Wilson's Fourteen Points calling after the First World War to the creation of the League of Nations, predecessor of the United Nations.

The phrase was used with some reserve at the end of the Second World War when describing the plans for the creation of the United Nations and the Bretton Woods because of the negative association resulting from the failure of the League of Nations.

The most recent comprehensive and this expression originates primarily with the end of the Cold War. Presidents Mikhail Gorbachev and George H. W. Bush used the term to try to define the nature of the Cold War and the spirit of cooperation which sought to materialize between the great powers.
In a reference to the hostilities in Iraq and Kuwait, Time Magazine's January 28, 1991 said: "While the bombs and firing missiles, hopes for a new world order gave way to common disorder."
