THE NEW WORLD ORDER
The expression New World Order has been used to
refer to a new period of history thus pretending that there is evidence of
dramatic changes in political ideologies and balance of powers. The first use
of the term appears in the document of President Wilson's Fourteen Points
calling after the First World War to the creation of the League of Nations,
predecessor of the United Nations.
The phrase was used with some reserve at the end of
the Second World War when describing the plans for the creation of the United
Nations and the Bretton Woods because of the negative association resulting
from the failure of the League of Nations.

The most recent comprehensive and this expression
originates primarily with the end of the Cold War. Presidents Mikhail Gorbachev
and George H. W. Bush used the term to try to define the nature of the Cold War
and the spirit of cooperation which sought to materialize between the great
powers.
In a reference to the hostilities in Iraq and
Kuwait, Time Magazine's January 28, 1991 said: "While the bombs and firing
missiles, hopes for a new world order gave way to common disorder." He
added: "No one should forge illusions thinking that the new world order,
which both boast is made, it has been established or is near."
Was ever achieved cooperation between nations, and

report in the journal The World & I deenero 1991, some experts considered
"foreign policies emerging superpower and the effect they are likely in
the new world order." The editor came to this conclusion: "History

Environmental problems are also an obstacle to the
new world order that many displayed. In State of the World 1991 (a report on
the global situation elInstituto Worldwatch), Lester R. Brown said: "No
one can say with certainty what the new order. But if we want to build a
promising future for the next generation, then the great effort that will
counter the environmental degradation of the planet dominate world affairs for
decades. "This report noted that air pollution had "reached levels
that threaten the health of hundreds of cities and damage crops in scores of
countries." He added: "As the human population increases on the
planet, decreases the number of plant and animal species. Habitat destruction
and pollution are diminishing the Earth's biological diversity. "
